Funding Rapid Transit

On August 10, 2005, President George W. Bush signed the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). SAFETEA-LU authorizes the Federal surface transportation programs for highways, highway safety, and transit for the 5-year period 2005-2009. 

New to the Act is the Small Starts Program (Section 3011).  This new program will be funded out of the New Starts program category for projects with an FTA New Starts share under $75 million, and total project cost less than $250 million. It will have simplified procedures and criteria. In addition, the Very Small Starts program will be available for projects with a total cost less than $50 million.
